2019 Autumn Review - Outcome

Following its annual Autumn Review held in February 2019, the ACT Remuneration Tribunal has released Determinations covering:

Major Review: ACT Public Service Senior Executive Service remuneration, allowances and other entitlements

During 2017, the Tribunal initiated a Major Review: ACT Public Service Senior Executive Service remuneration, allowances and other entitlements with a discussion paper released in September 2017.  The Tribunal has completed its deliberations on this Review and has released its Final Report.

The review is the first comprehensive examination of ACT Public Service executive remuneration since the establishment of the ACTPS 25 years ago. It contains 22 decisions, many being recommendations to the ACT Government and the Head of Service with others reflected in the ACT Public Service Executives Determination 2 of 2019 which commenced on 1 July 2019.

The review highlights the significant changes in the evolution of the ACTPS since
self-government almost 30 years ago. The competitive executive labor market within which the ACT sits is also highlighted.

The Tribunal believes the implementation of the Final Report decisions provides a sound basis for ensuring that the remuneration, allowances and other entitlements for executives provides a competitive environment for the ACTPS to continue to attract and retain quality executives.

The ACT Remuneration Tribunal has released its Final Report on the Remuneration, Allowances and Other Entitlements for Part-time Public Office Holders. The final Report includes the Tribunal’s key decisions to:

  • revise the current framework for assessing the remuneration of Part-time Public Office holders by simplifying the current remuneration classification structure and transferring existing entities into it;
  • phase out the practice of combining annual and per diem payment methods for chairs and members on the same board or committee; and
  • foreshadow specifically excluding payment to ACT public servants for work as Part-time Public Office Holders.

These decisions will be implemented gradually from the Tribunal’s 2017 Spring Review onwards.

The Tribunal acknowledges the extremely important and valuable work of Part-time Public Office Holders in the ACT; many of whom are focused on giving back to their community through contributing their time and expertise in these roles.
